Is it possible to make a .swf file mod that can be imported directly to the game without Loader or Mod Manager?
It seems like I can't import any cloth mod and it's bugging me. I don't really like Loader though.....

Yes, it's possible.
Ask the modder to remake it for the official version if it bothers you that much.
