As of right now their server is fully open, I believe you can get 1 set of costume for your choice for 1 character in your account.

more populated, new original ears, tail, and adornment, original costume from menma, they got more fund from monitization which translate to faster new content, well arguably..

gameplay wise tho, I don't know much since I haven't got into tera end game so far, but there's talisman, which I think you can trade between player.
