RGB Not Working On Animation (1 Viewer)

For the animated cape I am making it will take a color for 1 frame then switch back to black. If I hold the color slider down it will flash on and off. Here is a video of what is happening and attached is the FLA file.

you will probably have to add an addenterframe bit of code to the mod to apply the rgb coloring when it changes frames

Thanks. Would you mind giving me the code for that? I did a search and found it used like this loader.addEnterFrame(frameRefresh); but I am not sure how to use it for rgb coloring. Copy paste and changing target names is about the extent of my coding. Thanks again.
