Already tried and there is no texture under the belt or even just removing the brown part of the skirt, so it's quite impossible.

Ashes in the fall have already a topless mod made by naduron... but you need to convert those DDS files to a loadable UPK file with UPK Manager.

there are guides on the forum where you pick up UPK Manager.
