As you say, you can fix the clipped parts by modifying the partcutdesc.xml file.
However, since you are already using a modified texture if you edit partcutdesc in that state, the body will be cut off and disappear.
In that case, there are two solutions. You can either modify the polygon mesh of the sleeves and chest, or you can modify the texture further.
This image shows further texture modification.

This model was apart of the Shell Belle outfit that was unused and no longer exists in the game as it was removed during the August 23rd update that added an alternative version of the Shell Belle outfit.

I knew this day was coming, where I thought ahead of PA and extracted all the Shell Belle outfits before PA removed that one. :o

The only strange thing about the new pacTool is that the joint orientations for all the bones are all screwed up, so the joints don't bend in the right direction.

Maybe it's the blender plugin BETTER COLLADA!
I haven't tested it in detail, so I'll follow up.

Please modify the texture carefully because there is a hidden mesh that hides the inside of the sleeve in the sleeve section.

It is necessary to edit partcutdesc.xml, not the ao file.
Add these to the fishhand line.

27_PKOW is the new character, right?

I'm intrigued by 28_PMYF... very different from the standard identification...

The first letter of the character's alphabet is who operates the character.
P for the player, N for the non-player.
M for Monster
The last letter is the gender.
M for male, W for female, and in this case F for female.
The letter in between is the occupation or race.
In this case, one of the sisters is an amulet and the other is a fan, so the letters must represent them.

Pubic hair color can honestly be divided into five categories.
But the process is tiresome.
There are 15 female characters.
How many would it take to create a pac file with 5 pubic hair colors for them?
15 x 5 = 75.
You have to create 75 pac files.
Who would want to do that?
Whoever wants to do it should do it.

I don't understand the situation you are describing.
Besides, it is not possible to rewrite all XML files right now.
In the early mods, it was possible, but they changed it so that if you rewrite the XML for the armor swap, the game crashes.
And the situation you are describing requires rewriting those XML files.
I think this is a problem that you should request from Pearl Abyss rather than us.
