Mod software reqs (1 Viewer)

I'm sure this has been stated before in another thread somewhere, but I'm having trouble finding it.

Could anyone please direct me to, or list for me the programs (like adobe CS) that I need to take my own mods? Also links to tutorials and templates would be nice.
