Every link I have followed to download an archive of hairs of the various homestuck characters is broken. I was wondering if anyone had the archive that included both the male and female homestuck characters.

There's the rar file in Homestuck Hairs | Undertow , which definitely still works. Unfortunately it looks like it's outdated and so won't have any of the characters who show up later in the story.

Those same hairs and character codes are also in the archive itself, under "Homestuck-Hivebent". That doesn't really help because it's been about as long since the archive was updated anyway, so the same characters are missing.

If you really mean all characters we're still missing at least the alpha kids and beta trolls.
