a simple mod that assigns loader.stage.frameRate
change desired framerate in the settings file, note that it doesn't appear to translate exactly, might be a flash resources thing.
some examples are included in the settings to get the max desired framerate, may not translate to your setup depending on os / hardware.
if you prefer explicitly defined framerates, 'The Hacker Known As Snow' has some cleaner predefined versions for setting this variable included in his HD SDT bundle:

only reason i made this with adjustable settings is i wanted to run the game at 40fps and he didn't have a version that resulted in that.
