That's not really true. Out of the characters there's only really one who I'd call a loli, and Rias is the main girl and she's a total curvy babe.

Veck (a fishmen race) guards from Hot Streets, episode 9. They are an underwater kingdom in peace with the surface world, and the main characters are sent there to sign a peace treaty, but their king is a warmonger and wants them to kill him in public to start a war. As a result, he even kills his own guards to free them. While it is not easy to see at first glance since all Veck wear the same low-cut swimsuit outfit, many of the guards are female - and man this is a hot outfit with a cleavage that goes down to the crotch.
Usually the Veck with lighter blue skin are the females, but not always. One of the guards head-shot by the king is certainly a girl, and in the prison escape Mark punches a female guard in the face so hard it kills her. They also show the bodies lying around.

When Tsunaike sets a trap to kill Freeman(Main character), She challenges Freeman to a duel and is killed. I think she is one of the most attractive female zako character I have ever seen.

I have seen that anime, and it has a LOT more female villains, like that snake-tatooed gal who strips naked and literally cums from pleasure just before being killed by the main character. I think I found the videos on that japanese site collecting zakos/villainesses.

Right, there are a lot of sexy female characters in that amine. Apart from that, I think Crying freeman is a quite good anime. I think it's worth a look.

I dunno if anyone posted these girls, can't believe I forgot about them... The bunnygirls in Gurren Lagann start out as well, playboy-bunny-outfit spa servants, but they are revealed as shapeshifting beastwomen (one of the few females of the species in the whole anime) who turn into literal rabbit girls. They have sadly, very little screentime, but they get some super-fast-paced scenes where they attack the heroes en masse, and get kicked around (painfully, like teeth being punched out) like they were nothing. Usually one-hit-KOs/kills here. I do like that each of them at least has a different hairstyle/color. And in human form, they apparently are hommages to Evangelion and other anime characters, but I ain't no expert.

Agony demon. Her real name is Onoskelis. After you beat the game, you can access the Succubus mod which make you can play as a powerful succubus demon. In this mod you can easily beat Onoskelis so I think she is enough to categorized as a zako character.

Apart from that, this game is really shit. I think I wasted my dollars. If you want to see Onoskelis, just go to Rule34.

In the first few hours you'll feel that it's a not bad game. But then you will be suffer from the hell of the boredom. You can trust me. Anyway here's another screenshots from the Succubus mod. I really wish someone make an Onoskelis outfit mod for Honeyselect.

I got to the Succubus temple and still like the game. I just wish I could find those skill fruits or somehow be able to go back again and discover more - there were sections where I skipped a lot of things by accident.
Yikes, so as a Succubus you can so easily kill them?
Also, the game has a model viewer and you can unlock and view models in great detail - however I did not yet figure out how to change skins. There certainly are at least 3-4 versions of the Onoskelis, their horns differ, some have bone jewelry, some lack a tail...

Also, maaaan this game has some awesome boob-jiggle physics. :)
