It was a scrolling beat-em-up game using digitized footage of real people, like early Mortal Kombat.

This one- attacks were especially brutal, such as throwing people off the top of a moving train.
Or a chainsaw, including a flaming version that set enemies on fire.

These ladies moved around by doing flips and were the only zako.
There was a tall, muscular female construction worker boss as well.

If you search on YouTube, you'll only find one 5 sec vid of the arcade cabinet. Google screenshots are minimal, and none of her.

That's a good idea.
My memory of her is a bit hazy, but I remember dark mid-length hair, a sledgehammer, hardhat, shorts- and she wasn't overly muscular.
