Graduated Shading in Adobe Flash CS6 (1 Viewer)

So I've seen a few mods where the shading is done in a way that it appears gradually, but I have no idea how to do it. I'm working on a mod of this girl:

And I want to make the hair have that gradual color change like in the pic. Any thoughts on how to do that?
