Evil Queen from Snow White costume (1 Viewer)

So I tried making it by myself but I would want to add the cape at least. I know how to make the head part but could someone please make the full clothing? Or the black cape at least. And the white part in the top of the cape too. I also have problems with the neck, I would want it to be black in the clothing mod. Here is the picture I used:

You might want to upload or post a link to what you've already done, A modder moght be more inclined to work on what you've started rather that start work from scratch. You probably should also show a full side view (entire body) of the clothing.
