If you're referring to breastexpansionplus then it would be better to post your suggestion in sby's thread or send a PM directly to @sby. It's possible to adjust the code so that breast clothing (such as bra cups) will automatically stretch, in order to match any changes in breast scale. Please note that sby might not want to implement this idea (because it's a misfeature, because it makes shirts look bad, because it's bad for compatibility, etc). It's also important to remember that this change would apply to bra cups only -- the straps would need to be manually refitted for larger breasts, and it's unlikely that sby would handle that task (he's a programmer rather than an artist). So sby might not want to proceed with the bra-cup-scaling feature until someone volunteers to tackle the strap fitting work (for the vanilla bras, at least).

If you're talking about the various custom breast-replacement mods (such as Bigger Boobs or Rusty's mods) then it's not possible to create a single mod which will automatically fit all of them. It's possible to fit a specific bra onto one or more specific breast shapes, but this involves a lot of manual work. If you want to proceed then you should indicate which specific mods (or combination of mods) you're asking for.
