Did you tried to make a symbol of a single spangle, then duplicate it 100(0) times?
On the Best Practices to optimize FLA files for Animate CC, one can read that

Cut me some slack. They were some of my first mods XD. SInce then I've learned the fine art of simplifying: Backless Dress (Spangles)

And besides, I didn't copy/pasted a single spangle a thousand times. Once I had a row, I started copy/pasting the whole row. That's more efficent .
