This is NOT my tool but i'm going to post it here so its gets some exposure. If you have a mac running the latest OSX 10.12 or an "alternative" then you can run this program as it currently has no windows version.
Real Editor
What it does:
Full import/export of skeletal and static meshes in .dae / .fbx and .obj
Full import/export of all textures in .tga format (converts to .dds internally)
Ability to edit which materials a skeletal mesh is using
Ability to edit which textures the materials are pointing to
I have currently tested all the above features and they are working with no issues whatsoever. I am using the "fbx.2017" option when exporting the skeletal mesh and opening it in 3ds Max 2017. This preserves all the rigging and bone weights and allows for simple edits without painting weights as long as no new geometry is added. As for weight painting i have no clue but if anyone knows how to do it then its possible to make entirely new armors from scratch. I have not done much 3d modeling so i dont have any idea how to rig or paint weights yet so i cant help there :(
