The hair I want to make is going over the top of the default .xcf template. I've found alternative templates for big hair but they seem to only add more space below and to the sides of the head.

(Note: I'm only going over the top by a small amount, 50 pixels maybe, I don't need to accommodate gigantic hair.)

If the hair is too tall, you'll need to make it a SWF. If you don't have Flash yourself, get in touch with someone who does and ask them to publish it for you. I'd also recommend converting what you have into a vector somehow.
