bethesda games certainly have good zako potential. hell, i've made zako mods for a good number of the games. Starfield (as much as I dislike the game or am generally bored by it), fallout 3, fallout 4, fallout new vegas, Skyrim, and looking to remod Morrowind and Oblivion if i can figure it out.

There's a couple of Eroge that might fit the bill.
Lightning Warrior Raidy 1-3 is probably the most well known one. It's a fairly simplistic dungeon crawler where you randomly encounter female enemies, you usually get one normal CGI while fighting plus another version with clothes destroyed etc. There's an ancient, somewhat pixelated version and a remake that looks much better. I only ever played the newer versions.
The boss girls all have different ways to torture which they do to you if you lose, or you do to them if you win.

Another series that would fit the bill and that I genuinely cannot recommend enough is 'Bunny Black'
It's a more complex party-builder game with more involved combat and some very pixely animations. You get CG scenes for each kind of defeated enemy when you 'interrogate' them later, as well as scenes with your own units.
It doesn't have 100% female enemies but especially part 2 has an entire army of angel girls, so you're likely to get your fill.
I haven't played it yet (Translation just dropped in August and I only looked thanks to this thread, thanks OP!), but i believe part 3 has you building a city to house all of your daughters because the MC has been fucking and impregnating so much. There's even a spin-off where one of your daughters ends up building and running a tavern, which still has plenty of fucking obv.
