The suggested approach is to perform a forum Search. You can narrow the search scope to the SDT forum in particular. Some of the search results will pertain to the Archive, a collection of early mod files (created in 2011-2013) which may not otherwise be available in forum threads. If you're interested in SDT mods then it would be a good idea to download the Archive. The major downside is that the files are unsigned; if you find something that you like, then there's no easy way to thank the artist (or find other work from the same person).

If you mean the harlequin hat with the bells then yes, there are three versions in the Archive. One of those files is also available here.
