For my first time designing one of these, I decided to take a crack at Emerald from RWBY.

The hair was drafted in Inkscape, then (because for some reason it came out enormous) rescaled and positioned in GIMP.

I'd appreciate any feedback. Having now found the extended hair template, I'll probably mod it with longer locks.

I'd love to try some costume mods too, but would I be correct in assuming I'd need a Flash editor to pull that off..?

For my first time designing one of these, I decided to take a crack at Emerald from RWBY.
Nicely done! The lines and shading are simple, but they fit very well with the art style of SDT.

The hair was drafted in Inkscape, then (because for some reason it came out enormous) rescaled and positioned in GIMP.
Inkscape creates vector files, which can be saved at any resolution that you choose. The "Export PNG Image" menu (Ctrl+Shift+E) will prompt you for image dimensions; you should be able to choose appropriate numbers (such as 1200x2400 px) and thus avoid any secondary editing work.

But your current PNG file looks fine, so the GIMP editing was evidently successful. There's no need to revise this file.

If you'd like to post your work in the form of Download pages then you're welcome to do so. Download pages are somewhat more amenable to searches than standard forum posts, which means that your work may be easier for users to discover and share. Download entries can also be tagged, which helps users to discover related material (<long hair>, <rwby>, etc).

Of course, you're welcome to create an Imports threads (like this one) for each of your creations. Or you could create a compilation thread for "Starswirl's Hair and Costume Mods". Or you could create that compilation thread, but use it as an "index page" for the various files that you've shared via the Downloads system (refer to Huit's thread for an example). The important thing is to create cool stuff and share your work with your fans; we don't need to worry too much about the details (for example: there's no harm in posting a single file in multiple places).

If you plan to get involved with dynamic hairstyles then you might need to revise your drawing techniques slightly. Because dynamic motion tends to expose hidden sections of the hair, it becomes necessary to draw "extra" details (and/or extra layers) so that the hair can move without exposing ugly gaps or seams. But that's moot unless you get involved with Flash modding and decide to pursue dynamic hair projects. As long as you're dealing with static hairstyles, your current technique will work well.

To publish SWF imports -- yes, you'll need a license from Adobe. You can obtain a limited-time trial if you want to test out the software.

Alternatively, you can check out the PSD and SVG templates. These files are intended to support collaboration between existing Flash modders and new artists. The idea is that you draw your work onto the appropriate layers of the template file (in the same way that you've drawn hairstyles) and then send the file to a modder - or just post your edited file in the template thread. A modder will then copy-paste your work into Flash, fit it as needed, and publish a useable SWF file.

If you intend to create advanced costumes (with elastic straps, breast-slider support, RGB color adjustment, etc) then it would be a good idea to discuss the project ahead-of-time with a Flash modder. You could, for example, post a Request thread which shows the design of the costume. You could then explain what you intend to do, and ask modders to offer feedback (and/or ask for a volunteer to work with you on the Flash side of things).
