This feature is not included in the basic game, nor in any Loader mod that I know of.

It wouldn't be difficult to add RGB or HSL shifting for the tongue, but it would probably make more sense to add this feature as part of an actual "tongue mod" project. The vanilla tongue is so small that the change would be scarcely noticeable; we can implement and test this feature more effectively with a character whose tongue is longer or more distinctive. For example: Asui Tsuyu or Toko Fukawa or Miia. We also need to apply a bit of finesse to ensure that the user-preference color changes are applied to the tongue itself, without recoloring any of the tongue piercings.

If you have a particular character in mind, then feel free to setup a Request thread. A generic request (such as "succubus with blue tongue") would be fine, so long as you're providing good reference images.
