Premise: The goal of Capital City Wars is to carve out your zako organization’s name into the annuls of Capital City. You manage one zako organization of your choosing its over all goals and developing it into a powerhouse that even the government would think twice of messing with.

Setting: Capital City has recently gained its independence from the surrounding nation. The city-state is in a vulnerable state and gangs, corporations, and other governments are attempting to setup shop within the small nation. The time is the near-future where super tech is rare but starting to fall into the hands of major players.

How to Play

Setup –
Select a location on the map and DM/PM me your choice. That will be the base of operations for your group. The areas surrounded in blue are government monitored/controlled and the area in green is military monitored/controlled but the daring can setup shop there. Just be warned that they will send the full force of the government to maintain control of those areas.

Build Your Organization – Your group starts out small in Capital City. If they’re part of a larger organization, this city isn’t deemed worth the resources to put any large investment of resources into it. You must first select the type of organization. Then you get to spend 6 points on the attributes listed below. Finally, you select the lethality of preference for your group. Please DM/PM your selections with a small blurb about your group and a picture of your uniform and logo.

Organization Types
Corporate – This group is considered a new branch of an ever-evolving mega corporation. As such, this group has access to more resources than other groups within Capital City, but when they setup shop they also setup signs. They receive bonuses to resources and technology but a penalty to stealth.

Cult – This group is considered a group of fanatical believers to a faith or cause. As such, this group has a steady stream of disenfranchised people. They receive bonuses to discipline and stealth but a penalty to intelligence.

Government – This group is considered to be sponsored by the government even if not directly associated with them. As such, this group can get away with a lot and the city helps support their activities with money and recruits. They receive a bonus to size and resources but a penalty to combat experience.

Insurgency – This group is considered a cell of a terrorist organization attempting to strike fear into the heart of Capital City and everything it and its people stand for. As such, this group is proficient with guerrilla warfare tactics but draw the ire of the local government. They receive a bonus to combat experience and stealth but a penalty to public relations.

School Club – This group is considered a bunch of students and their friends filling out extracurricular activities. As such, this group is well-rounded and excellent for fledgling organizations. They receive one extra point to spend on attributes.

Street Gang – This group is considered a bunch of locals devoted to one cause or another be it legal or illegal. As such, this group knows the streets and vice-versa. They receive a bonus to intelligence and public relations but a penalty to resources.

Attributes
Combat Experience – This attribute gives your organization the ability to hold their own in a fight. Zero represents a group that has never been trained and six represents years of experience, training, or recruiting the best of the best.

Discipline – This attribute gives your organization the ability to obey orders and do what you want when you want. Zero represents a group that only listens to you if its in their interest and six represents a group who will march against a military firing squad.

Intelligence – This attribute gives your organization the ability know what is happening where and when in the city. Zero represents a group that doesn’t even watch the news or read a paper and six represents a complicated intelligence network where nothing happens without you noticing.

Public Relations – This attribute gives your organization the ability to be ignored by the people, city officials, and the military. Zero represents a group that the city actively hunts down and six represents a group that could kill a cop in broad daylight without anyone batting an eye.

Resources – This attribute gives your organization the ability to fund their operation and expand/upgrade the group. Zero represents a group that can barely finance a used car and six represents an amount of resources capable of purchasing up whole districts of the city.

Size – This attribute gives your organization the ability to control large areas through sheer numbers and take/absorb losses smaller groups would crumble under. Zero represents a small team of up to three people and six represents thousands of individuals.

Stealth – This attribute gives your organization the ability to operate under the radar of others. Zero represents a group that wears flashy colors, posting everything they do online and six represents a league of shadows only known by its own members.

Technology – This attribute gives your organization the ability to field the most bleeding edge technology. Zero represents a group that fields garbage and a six represents experimental tech capable enhancing even the lowliest zako to a super killing machine.

Lethal/Nonlethal/Mixed
Lethal – This group setting means that when your zako enter into fights they carry real weapons, don’t care about the lives of others, or simply believe that a dead person is one that can’t mess with you.

Nonlethal – This group setting means that when your zako enter into fights they actively use techniques or weapons that subdue opponents rather than maim or kill.

Mixed – This group setting means that when your zako enter into fights they bring a combination of techniques to bear. Some member use lethal methods while others can’t or won’.

Playing the Game – Every week you can select an action and reaction for your group to perform and DM/PM me your choice with the first week being to setup shop in town. The action is an agenda that you set out for your zakos for the week. The more time you give them in a week the more they are likely to do. The reaction is something you have your zako group respond to and that typically is based on intelligence received, the city news, or the actions of another group directly affecting your own.

Actions and reactions are limited to your imagination but some examples are listed below:

Learn what you learn about a particular location and its inhabitants.

Perform Petty Crimes: Your zako group robs people and business to increase its resources.

Form a Press Gang: You force people to join your organization.

Attack a Zako Group’s Turf: You actively attack a rival organization.

Perform Acts of Charity: You improve the selected for the people.

Reactions

Follow a Lead:
You heard something through the grapevine and want to shake some trees.

Take Your Injured to a Hospital: You suffered some casualties during a recent scuffle and want to quickly regain your fighting force.

Bribe an Official: Your group wants the government to look away from something they noticed.



Simply send a DM/PM of what you would like your group to be doing and where with a short description of how you want them to do it.

Example: The Paperpushers are a new school-type organization that wants to bolster their membership by doing college campus recruiting and handing out fliers for their action. They also saw an opposing school-type group operating out of the same campus as them so their reaction is going to be attempting to infiltrate the other group by having some of their pledges join both clubs.

What if I want to play an individual hero or person? Keep the size at zero and invest points in what you would like them to focus on. A fighter for street justice would focus on combat experience, public relations, and intelligence. A iron-man type might focus on resources and technology.

Bonuses for Storytelling

Since this game is a shared story full of the potential for zako goodness it stands to reason that people would want to share the events of their group even though it might reveal important secrets and information to other players. Players who type up small stories about their zako or create art will receive a bonus to their actions and reactions for the next week. (Limit 1 bonus per week) That way spectators will get to see into the various groups that make up the city and hear stories from their perspectives.

Description:

Located in North Capital City, the foot soldiers are a large government-backed security company that provides services to corporations and local governments. They are very active in charity work, including visiting sick children in hospitals, attending funerals for fallen law enforcement officers and military, and running a toy drive during the holiday season. Beneath their friendly exterior, lies a sinister organization hellbent on increasing their size and influence. Recruits are often tricked into joining their organization and then brainwashed. They don't often openly attack other zako organizations as much as compete with them. When they do fight, they employ a mixture of lethal and nonlethal techniques. Their strength is in their numbers. During a fight, foot soldiers experience excessively high casualty rates and little or no effort is made to help the wounded or retrieve fallen members. In fact, foot soldiers often use one another as human shields or stack their fallen to form defensive walls.

Description:
Based in a school on East Capital City, Danjou Boxing Club is a martial arts club that recruits 15-25 y/o boys and girls as their grunts and members. Behind their facade as a normal school club, they also work as hired muscles , thugs and assassins for various customers throughout East Capital City, including terrorists, mafias (including yakuzas), street gangs and even the government. Their motto is "brawns for brains", and they despise weak people. Their organization consists of three classes:

Boxers/kickboxers
The cannon fodder of Danjou Boxing Club, mostly consists of younger boys and girls. They're armed with boxing gloves and their expertise in kickboxing, muay thai and MMA. The male fighters are mostly shirtless, only clad in a pair of shorts and bandages, while the female fighters are wearing either sports bras or tubetops. Sometimes they also wear loose tanktops. Both male and female fighters wear white headbands as a symbol of strength, and female fighters has black armbands/prajioud. Their physical condition are pretty athletic and slightly toned, although they can be easily defeated with a roundhouse kick into their heads or by gunning them down. Kicking their crotch will also render them helpless.

Wrestlers/grapplers
Danjou Boxing Club's elite grunts, consisting of the older members. They're much powerful than the club's boxer grunts, but they're slower since they mostly excel in CQC in narrow spaces. Their arms and legs are muscular and thick, and their abs are almost as hard as a rock. Just like the boxers/kickboxers, male wrestlers are shirtless and only clad in a pair of wrestling shorts/briefs, while the female wrestlers are clad in strapless leotards that exposes their ample breasts and clean armpits. Both male and female wrestlers wear matching wristbands, kneepads and boots. Dealing with a wrestler is a hassle, since they're pretty big and their sweaty body makes them hard to grasp. They can be killed or defeated using environmental takedown (electrocution, poisoning, drowning, dismemberment or concussion) or using ranged weapons (guns, throwing knives and throwable items).

Ninjas
Danjou Boxing Club's stealth-based combatants. Unlike the other two classes, the ninjas consists of female members of varying ages. They're skilled in ninjutsu and acrobatics and they're armed with throwing knives and shurikens. Their uniform consists of a camisole with a pair of spats underneath, sock bandages, brown shoes, wristbands and a ninja headband. Ninjas are much harder to defeat, since they move pretty fast and they can use smoke bombs to blind their opponents. Pinning a ninja into the ground will prevent them from escaping, giving the attacker a chance to kill them by snapping their necks or cutting off their jugular veins.

Sumos
Danjou Boxing Club's heavyweight combatants. Unlike the ninjas, sumos consists of male members of varying ages. Sumos are both muscular and obese at the same time, and they attack by creating small earthquakes with their thick legs or sending their attackers flying with a barrage of slaps or punches. Sumos are scantily clad and their attire consists of a loincloth/mawashi with tassels and matching armbands/prajioud as a status symbol. Their hairs are cut into a some sort of a hime-cut or bowl cut hair to give them slight tribal look. Their thick fat are able to absorb melee damage and bullets, but they can be taken down with a blow to the head, environmental takedowns or by stabbing them in their jugular veins or lungs. Sumos are completely helpless if they are toppled into the ground, since they're unable to get up because of their immense weight. They will eventually pass out from exhaustion, giving a chance for the attacker to finish them.

A rather rare female boxer, Suzy. Appears to be a rather chubby boxer with a tubetop and a pair of hotpants. She's a boxer/wrestler hybrid, a rarity in the club with a sassy attitude.

The Valkoinen Liberation Army

Lethality: Lethal/Mixed. They focus on killing their immediate opponent, even if it distracts them from one who can still fight, but don't have much weaponry that can kill quickly.

Description:
With their standard uniform being military surplus combat fatigues, the VLA aren't particularly noteworthy as terrorists.
Lacking any real backers, they're essentially a group of 'Valkoinen' supremacists, as they might say, who hope to create their own state, beginning with the city.
Their people are largely untrained and unprepared, and the few who do have training are generally kept at their base in a warehouse on the South-Eastern coast of the city, trying to drill some basic skills into the extremists.
They consider everyone who opposes them in any way either subhuman, a race traitor, or both. A frequent topic of discussion at their base is who their death squads will go after first once they've won, willfully ignoring that the vast majority of the population would gladly take up arms to prevent their victory.

Although they're more interested in guns, the current situation of the VLA's poverty and occasional police raids have kept them from getting much of an arsenal, so a significant majority use melee weapons.

TYPES (Listed as VLA rank)
Trooper
These men and women make up the bulk of the VLA's strength. Vicious, merciless, and devoted to their cause, their effectiveness is tempered by their sadism, cruelty, and shortsightedness. They wear military fatigues, but unlike the higher ranks have no headgear.

Sergeant
The lowest officer rank, there is typically a single Sergeant commanding smaller operations. They tend to be less shortsighted than their subordinates, but still almost always fail to see through their own massive biases. They can be distinguished from the standard Troopers by their white baseball caps. Currently the lowest rank with access to firearms, some high-performing Sergeants are given access to pistols.

Captain
The second highest rank, there are usually a few commanding the larger operations the VLA undertakes. Trusted with more important matters, they generally command from a safe location, rather than the front like Sergeants. Given their higher rank, they are given free reign with headgear, their distinctive characteristic being their white three-hole balaclavas. The only ones in the VLA who get guns standard with the rank, and even then they often end up with old, outdated, unreliable weapons.

Major
The highest rank in the VLA so far, there are only two Majors. One, John Kuhnn, serves as the overall military commander and general day-to-day manager of the VLA. He wears a custom gray uniform, reminiscent of a certain WW2 groups'.
The other, Ilsa Rudiger, is the leader of the VLA. Her black uniform distinguishes her from every one of her subordinates, and she knows it - A stereotypical narcissist, Ilsa will not allow anyone to become higher than her in the VLA. Despite what may seem like an impossible paradox, she truly believes that her enemies are both subhumanly weak and ruling the world with an iron fist. As such, she's dogshit at actually leading the day-to-day operations of the VLA, and so military command falls to John Kuhnn, who is a bit less of an obsessive 'valkoinen supremacist' than most others in the VLA, and so is able to actually lead them to victories. Sometimes.


Their primary opponent at the moment is the Danjou Boxing Club, which they refuse to accept outmatches them in pretty much every way.
They'll also be doing some robberies and burglaries, hoping to get guns.

They are met with little resistance by a few informed bystanders, who fail to warn the beguiled students of the true intentions of the organization. Students are enticed by the perks of joining the organization and the promise to pay for their tuition. Little do they know, the foot soldier organization does not plan on too many recruits living long enough to see their reimbursement. Some do end up surviving through the many covert operations they get assigned to do. They share their testimonies on television commercials, social media, and during recruiting events. Once they are recruited, new soldiers are given an orientation and begin helping out in the community. Proudly wearing their uniforms, they volunteer at hospitals, after school programs, homeless shelters, and march in parades. The image of the foot soldier becomes synonymous with a helpful and caring member of the community. College students learn important skills and the community gets free service. Win-win scenario. Or is that what the foot organization wants you to believe? Even as new recruits spend more and more time in the organization, they are not aware of their true purpose. It all should be very clear once they are contracted out as security for corrupt businesses or sent to skirmish with a rival organization. But even after they are sent out like cannon fodder and suffer horrible losses, they are still convinced that they are working for an honorable organization. Thus is the way this organization preys on young men and women and indoctrinates them.

Reaction

Foot soldiers get word from around town that a new organization has set up shop and is desperately in need of weapons and raiding other organizations to find some. Leaders of the foot organization send out directives to limit the number of soldiers carrying firearms and to be on alert. Also, a small outbreak of the flu is spreading fast throughout parts of Capital City. The foot organization is sending out extra foot soldiers with some basic nursing training to help out at hospitals. As a result, soldiers will be required to wear simple face masks at all times, especially while working in hospitals.

Action (Recruitment): Minor Failure The Foot Soldiers run quite the spirited recruitment drive. Unfortunately, having good intentions outwardly doesn't always mean people will want to help. While the Foot Soldiers canvas college campuses, most of the students seem less civic minded than you had originally hoped. Instead, they have chosen to celebrate and party up while avoiding any real responsibilities. Maybe a celebrity might help you win over the young and ambitionless.

Reaction (Counter-Operation): Critical Success Your measure to prevent other organizations from hijacking your equipment is exceptional. The Foot Soldiers comply 100% with you orders and stash weapons away to keep them out of enemy hands. There is no flu outbreak in the city at this time so this portion has confused members of your organization.

Danjou Boxing Club is currently recruiting some wrestlers from a famous wrestling league known as AFW (Anime Female Wrestling), in search of some powerful fighters for their group. They're mostly looking for either Heels, Jobbers or even dropouts. The club managed to coax someone into talking with the head of AFW, Cassandra Sellers, who agreed to give the club around 5-10 wrestlers of varying genders, mostly female. One of their newest recruits is Manami Kuroda, a muscular Japanese wrestler who unanimously joined the club. Their next move is to recruit some kickboxers from Thailand and Myanmar via an underground human trafficking ring.

Reaction:
Danjou Boxing Club has heard about the arrival of their rival gang, the Valkoinen Liberation Army. To defend their turf, the club has deployed some of their strongest wrestlers and boxers as their means of defense, as well as deploying ninjas to sabotage their rival's turf and steal the terrorist group's intel. Once the intel is acquired, the Valkoinen Liberation Army will be much easier to defeat since the intel contains their weaknesses. But they must be careful, since the members of the Valkoinen Liberation Army are highly armed, while Danjou Boxing Club mostly excels in hand-to-hand or melee combat.

Reaction:
In response to the Danjou sabotage efforts, the VLA is focusing on defending their turf and recruiting, hoping to prevent the Danjou Boxing Club from gaining any significant knowledge of them and their operations.

Reaction (Counter-Operation): Critical Success The Danjou Boxing Club had attempted to gather critical information to VLA operations but you came prepared and with diligent training your agents stood against their first real sign of opposition. You killed a few of their ninjas and captured a few more.

Description: The all female GCA has been recently founded by a group of young females, that wanted to change the world without doing what their rich daddies told them to do. The new organization is located at a modern, glassy office park on the small island, in eastern capital city, where the members fastly reach all locations in the city by boat. The large empty office buildings have started to be turned into huge data centers, as they were housing the groups only and most valuable product: information. The GCA didn't care for weapons or drugs, all they bought, sold and shipped were information. And they were highly successful with brokering the currency of the 21st century thanks to the privileged families the girls originally came from: they knew alot of people, and knowing people means knowing their secrets . Therefore a lot of government agency were investing into the group and buying (or trading for) their most dirty and destructive goods on other agencies, countries, corporations or terrorist groups.
As part of their business model they try to not go to war with any other zako group and remain neutral in other's arguments, although selling secrets makes the GCA rather accepted than loved.

Action: The GCA had send three members to meet an attaché of a foreign government, trading a folder of delicate photos of another government's leader in a compromising position, which are valuable to the attaché. In return the government is offering their network capabilities to recruit more girls for GCA.

Reaction: GCA got the intel of an abandoned warehouse full of top-notch technology, discarded by the former group of drug dealers that were lately caught by federal policy forces. In order to upgrade the data centers, a team was send to investigate and infiltrate and gather the technology.

After a few beatings from Danjou people, the VLA is on high alert. Patrolling their base, Captain Janet White is bored.
After all, what do a a bunch of traitors and subhumans have that can threaten the VLA?
She opens the cylinder of her revolver, wishing that the VLA had some better equipment. This old thing wasn't just older than her - It was older than her damn grandparents!
Interrupting her thoughts is a Danjou Ninja's attack, kicking her in the back of the head and knocking her out.
But as a test for possible future events, the VLA had equipped all their sentries with dead-man's-switches. The triggering of Captain Janet's switch means that a squad is sent to check on her, equipped with the VLA's finest bats and clubs.
Charging in, the VLA people find a few Danjou Ninjas, one of whom is distracted trying to move the unconscious Janet. As trained Ninjas, they're not trained for the kind of mass-combat that is about to start, though neither are the VLA goons.
Charging in, the goons trample over the bodies of their comrades felled by the panicked Ninja's shuriken and throwing knives.
Once they get in range, their rapid attacks make quick work of most of the Ninjas, while the Ninjas only take down a few more VLA goons in return. A few Ninjas manage to flee, but when the fighting ends several others are dead and several too injured to fight back.

The VLA begins interrogating their prisoners in an attempt to gain more knowledge on the Danjou Boxing Club's weaknesses and leadership.
Another point of interest for the VLA is where Captain Janet's pistol went. They can't find it, and with their current status regarding weapons they really want it back.
Little do they know, one of the Ninjas who fled took it with her.

Action: The VLA is satisfied with their size for the moment, and now looks to get some actual equipment. To this end, they'll be trying to get weapons however they can - Whether it's the black market, a deal with a corrupt official, or outright theft, they're determined to get some guns made after 1900.

Reaction: The VLA begins the interrogation of the Danjou Ninjas. If left to continue their plans, they'll eventually try to convert the Ninjas they captured to their own cause.

The foot soldiers are not doing well as an organization. The recruitment effort fell flat on its face. 300 foot soldiers were recruited and took all the swag that came with it, but the majority of them split after they found safer ways to pay for their college education. The whole flu epidemic in the city was just a scare tactic and everybody knew it. It wasn't real. Worse yet, a new organization, the GCA, just established itself next door and are a potential threat for the foot soldiers. The GCA have more money and a sexy outfit to entice potential members. The foot soldier uniform, while practical, is hardly sexy at all.

Action

The foot soldier leadership hire a consultant to help improve recruitment efforts. They also look to celebrities around Capital City to help encourage people to join their organization. Nervous about the GCA moving in next to them, the foot soldiers send a group of about 30 troops to skirmish the GCA headquarters and hopefully gain intel on them. The soldiers make contact with some GCA members and try harassing them. They were totally unprepared for the mission and looked like buffoons in front of them. Looking up and down at their sexy outfits, the foot soldiers felt uneasy and inferior to them. A group of concerned citizens approached to figure out why a large group of foot soldiers had gathered to harass some gorgeous women in tight catsuits. The poorly equipped and poorly trained foot soldiers felt intimidated and a fight quickly broke out in the street. The GCA girls slipped away quietly as the crowd rushed in and enveloped the troops. With no weapons of any kind, the foot soldiers were like sitting ducks. Angry men pounced on them, twisting necks, and shoving heads through car windows. Ironically, a sporting goods store just happened to be located a few yards away from the brawl. Some patrons exited the store armed with axes, machetes and shotguns. An older gentleman squeezed off a few rounds and blew a head clean off, but by then, the fight was all over and pieces and parts of foot soldiers lay scattered in the street.

Reaction

To the foot leadership, the mission was a minor success. They did gain some valuable information on the GCA through the use of body cams. Foot soldiers, even with moderate injuries, were left behind to die in the streets. Scenes of the carnage were all over the local news channels. As a result, foot soldier recruitment would need to be stepped up, either by force or by some other means. If the GCA comes for them, they will need to have ample numbers to successfully fend them off.

Seeing the Foot Soldiers' very public 'defeat' (The VLA definitely sees the fight as a loss for the Foot Soldiers), the Foot Soldiers are likely to be the VLA's primary targets should they resort to violently taking weapons. After all, the Foot Soldiers have their weapons stored in armories right now, and Ilsa Rudiger is firmly of the opinion that the Foot Soldiers are an inferior organization that will be completely unable to respond to raids on the weapons caches. She's equally confident that any VLA raids will be successful, getting arrogant from her recent victories.

The suspect was a disguised ninja from the Danjou Boxing Club. She managed to blend herself with the Foot Soldiers grunts and slaughtered them one by one. To the gang, the Foot Soldiers were a bunch of weaklings compared to the VLA.

Action (Espionage): Moderate Success The foreign dignitary meets with your girls and agrees to the discrete trade-off. They will begin funneling recruits from their upper-class suburbs in exchange for the promised information. But since you are new to this city you would still need to get more incriminating information before they consider sending their daughters to join your cause.

Reaction (Get a Scoop): Minor Success The local community college is holding an amateurs' tech expo in two weeks. Perhaps some planning over the next week might make a potential heist go smoother.

Action (Get a Scoop): Moderate Success The police department will be having it's annual fall auction next week where they sell off anything they confiscated in the past year to help secure more funds for the police department. Sufficient money would allow you to acquire new equipment, or possibly stealing some of the auction items might work as well.

Reaction (Interrogate Prisoners): Critical Success The Danjou Ninjas crack under the pressure of your interrogation. Your group learns of several areas that Boxing Club frequents and a rough estimate of the group's size.

The soldiers make contact with some GCA members and try harassing them. They were totally unprepared for the mission and looked like buffoons in front of them. Looking up and down at their sexy outfits, the foot soldiers felt uneasy and inferior to them.
