Actually he/she explained it's made with the Loader and animtool (an extra tool to set and save positions).

So far I'm only using the loader for making screenshot with better quality, more advance modding require access to the loader import section and some time for setting all up. sby made video tutorials for configuring the whole thing.

Loader: SDT Loader

Animtools: sby's loader imports; march 05 2016: uploaded stuffs It's in the "Spoiler: a-c" subcloud. Open that then Ctrl + F "Animtools" and you should find it to download.

A tutorial to explain some of the basics of the Loader in case anyone who sees this post happens to need it: [W.I.P] SDT Tutorial for Very Newbie User (the biggest point of interest here would probably be making new folders to load girls in, which would make it far easier to load in whichever RWBY girls you would want to...or any other mods for that matter)

EDIT: the only problem i see with it is that it lacks the shading of alot of the other hairstyles in the game, but that is minor and does not take away from the fact that you actually took the time to make winter's hairstyle

A couple important notes on the mod:

1. This is a loader mod. I had to make it using a Loader template in order to get it to do what I wanted it to do. As such, you will need the SDT Loader in order to use it. You can download the Loader at that link (if you haven't already got it - since I wasn't able to make this in Vanilla as I had originally hoped, making it "user-friendly" will instead be achieved by me posting a brief tutorial here on how to implement the mod into your game...as I originally found this site because of images of the RWBY girls in SDT and they piqued my curiosity before I fell down the rabbit hole into this madness).
2. The hair is not included in the .swf download. It was originally made by Maineim and can be found here: Stuff by Maineim (2-2-14 RWBY's Penny)

A brief tutorial on "how 2 Loader" to help those who need it will follow. If you already know, you can skip the rest of this post.

Spoiler: How to Use the Loader

So you've downloaded the Loader using the above link to its thread and you're greeted with something like this:

to add a mod, go into the Mods subfolder. That folder will look like this except without the red box:

Once here, you'll need to make a new folder (button highlighted in red). Name the folder 'Ruby' (or whatever you want, I'm using Ruby for the sake of this exercise):

Then, open the CharacterFolders.txt file (boxed in red). You'll see a notepad file (I assume, unless you're on a Mac in which case you'll see whatever program they use to view .txt files) which has the names of all the subfolders in the Mods folder except INIT, OVER, and RESET. You'll want to add the line "Ruby:Ruby" to the file as I have done in the next image:

I don't believe it matters where you put it but I like mine alphabetical - that's why I put it where I did. All you need to do now is put the necessary files in the Ruby folder and you're good to go. Here's what mine looks like:

In the above picture: Char.swf is the Ruby outfit mod I've made (renamed from Ruby.swf for the folder), Hair.png is Mainem's Ruby hair (can be found at the link above, back outside the spoiler cloud), and Thumb.png is a custom icon I made (by taking a Printscreen of Ruby in SDT and cropping it down to her face) that displays in the character select menu in SDT. Recommended size for a Thumb.png is around 100x85, but it doesn't need to be exactly that.

Hopefully this covers everything. Any additional questions can be PM'd to me (and should, no need to clutter this thread with questions like "how do I do X?" when X doesn't further the cause of more RWBY content being made for SDT). The disclaimers I had on my Ruby outfit mod also apply here. For the sake of making this as clear as possible I will list them here once more:

• This mod requires the Loader to run. You can follow the same process I listed out in my above post on how to set up a Loader folder for Yang much the same way one was set up for Ruby - just replace every instance of "Ruby" in my explanation with "Yang" and you should be all set.
• The hair in the pictures is not included in the .swf download. Like the Ruby hair, Yang's hair here is also sourced from Maineim and can also be found in his thread [Stuff by Maineim (2-2-14 RWBY's Penny)].
