What does 'Smudging' do? (1 Viewer)

I have been playing this game for a long time, but never have I really figured out what it does. Could someone please tell me?

Not sure, but in photoshop/gimp/seashore/etc. it's a tool that lets you spread a certain colour/colour mixture into another area from the point that you started spreading. It makes a "smudge" effect and you can alter different ways in which you "smudge" depending on the program you're using.
