I've downloaded hairs and backgrounds, but nothing happens when I try to use them in the loader. I'm really not sure what's going on - is it a problem with where I placed the files? I put them in the mods folder, if it matters.

Hello hammurabi. Welcome to the Undertow forum.
I've downloaded hairs and backgrounds, but nothing happens when I try to use them in the loader.
How are you trying to use them? There are a few ways to handle files after you've downloaded them:
  • import them manually into the current game sessions (by clicking the "Swf mod..." and "Hair ..." buttons under the Modding tab of the in-game menu)
  • add them to a Character Folder so that you can activate them by clicking an entry in your character roster
  • register them with the moreClothing mod so that they'll be added to the in-game selectors (for clothing, hair, accessories, etc)
The Newbie Guide provides some information about these use-cases.

If you're having trouble activating files manually (i.e. the game seems to ignore them), then it's possible that you're trying to play the game in a web browser window. Please don't do that. Use the standalone Flash Player Projector instead. If you're using sby's Loader pack then there's a simple shortcut which will launch the game for you. If you're not using sby's Loader Pack then you should consider downloading it; it contains a lot of preconfigured mods and so it can provide an advanced gameplay experience even if you don't understand all of the modding details.

I'm really not sure what's going on - is it a problem with where I placed the files? I put them in the mods folder, if it matters.
SDT isn't Skyrim. Placing mod files in a particular folder will rarely produce any effect on the game. You must usually modify a TXT file in order to "inform the game" about the new filename and how it ought to handle the new file. For example: you might want the game to load some mods automatically during startup. The newbie guide describes this process; pay attention to the word $INIT$.

If you'd like to skip this setup process then you can download a preconfigured Loader pack, as mentioned above.
