I haven't found anything in the posts , so I am asking is there a mod out there that when the girls breast expand that instead of the breasts growing right through the clothes that the clothes themselves stretch to a certain point and then start to tear and rip right open, or a sweater where buttons start popping off and the shirt bursts open? Not even sure this can be possible.

The Snow White costume by @ClimaxTitan features this sort of response to breast growth, although the shirt pops open instead of actually tearing apart.

It is not possible to create a mod which would "solve the general problem" of oversized breasts bursting out of undersized clothes. Any stretching/popping/tearing animation must be done by artists on a case-by-case basis, and it involves a lot of work. It's somewhat challenging (and time-intensive) to create clothes which merely fit onto multiple breast sizes.

If you have a particular favorite clothing mod that you'd like to see torn apart, then please contact the author of that mod. If you're willing to help out (with sketches, reference images, discussion, feedback, playtesting, etc) then they might be willing to create a clothes-tearing variation for one of their tops.
