It's sort of self-explaining, but just select an .arc file, then extract it. Later, modify anything you want, and then repack it.
It's easy, so just go and play with it.

I'm actually not familiarized with modding PS3, but I think it's posible. Regarding XBOX360, I think it's more viable, but again, I'm not familiarized.
I'll ask some modders of another site if they know how to do it (because I think, no, I'm sure it's posible)
