That's incorrect. You inserted an ellipsis when quoting the website rules, and omitted a key word:

Photographic depictions of underaged people are forbidden, because they are derived from the exploitation of children.
Illustrated work - when it's based on imagination or fantasy - is allowed. Written lolicon stories are allowed. Games and mods involving underaged characters are allowed. Ageplay RP logs are allowed. In general, Undertow does
not censor or suppress the erotic tastes of forum members on moral grounds. A work can
depict non-consensual sexual interactions, so long as its actual
production was done entirely by consenting adults.
We do ask members to tag, categorize, or conceal legally-dubious material -- for the sake of readers who might stumble upon it accidentally. In turn, we ask readers to withhold their moral condemnation. If someone posts untagged lolicon porn in the middle of an unrelated discussion, then please report that post and we'll remove it. If someone posts a thread devoted to lolicon material and you decide to visit it, then please don't complain.
There are some obvious grey-areas wherein we would need to exercise special caution -- such as an illustration which is
traced from an actual CP image. That's not the case here. There's nothing inherently
wrong with the SDT character-sizing mod concept. It has generally gone unfulfilled because:
- there are technical complications which arise when resizing characters beyond the normal range
- some of the SDT modders who can complete this task don't want to, because they're personally uncomfortable with loli/shota stuff. Please note the distinction here:
- "I don't want to spend my own time creating <x> because I find it icky" is a perfectly acceptable statement.
- "I want to discourage others from discussing or sharing <x> because it puts the Undertow website at risk" is a kind sentiment, but please check the rules very carefully before you do this. In some cases, you may be attempting to censor a topic when that topic is actually valid.
- "I want to prevent others from creating, sharing, or enjoying <x> because I find it icky" goes against the principles of Undertow.
