In a certain developing country, the government and military are slowly losing control to forces of corruption, crime and rebellion. A new criminal group infiltrates where they show weakness, and where the other criminals do not notice. However, the internal affairs agency has formed a new special force unit to solve things with their own hands.
The Primers
The Primers is an armed criminal organization with an unknown origin, but America is suspected. Most of its known members are young women, a large number with criminal or even military backgrounds. The Primers have built its wealth by protecting prostitutes and providing bodyguards to the rich, collecting supporters in all social classes. They work hard to build an image of sexy killing machines, but only a small part have actual army training, and not all of them are as experienced as their lawful counterparts. Their leadership is said to be hiring mercenaries from overseas more and more.
Many of the Primers have a sexualized military look, wearing revealing clothing that uses uniform colors or camouflage, while others choose swimsuits or street clothing. They are identified by red and orange badges. Because of the hot climate, and local criminal bosses have a taste for pool and beach parties, Primers usually wear bikinis as underwear.
They are better supplied than most street criminals, since Primers can get access to army and police armories using their charms. The army's outdated MD-63s and M1911s are often seen in their hands, while M16A2s are becoming more common too. Higher ranked Primers do not always equal to better in fighting, as they are easy to choose impressive looking revolvers and machine pistols to show off their status.
The Morale Supervision Division
The MSD is a special force unit made of female soldiers to fight corruption and treason, seen as tougher than any men or women in the army. They are given authority one class above regular army or police ranks, and cleared to use deadly force when defending themselves or their investigations. MSD members will usually pose as desk workers in the government or army offices they investigate, then surprise their targets with more reinforcements in a large scale arrest operation. In other cases, they will assault their target with superior firepower and spare none who dares to resist, sometimes they leave no survivors at all even if the target is another military unit.
Their uniform is dark blue and gray, but high rank members wear a tan jacket.

Every MSD member is armed with a Kimber M45A1 pistol given by American advisors, still with its desert coloring. They are also trained to use the standard issue MD-63 rifle, Although their rifles are better maintained than regular army ones. The MSD's assault unit is ussued with American M16A2 rifles, and use it as a highly efficent long range weapon, even as a sniper rifle.
