Sure for the crime fighting setting The City(insert your own name for the city)is a large mega city where there is the rich and powerful very little middle class and many poor people who are kept in poverty by the rich and powerful so that they can not only maintain their power but their rich, decadent and perverted life style by hooking the poor and some of the middle class on a drug called Spank, the drug makes people feel real good and really horny while being a thousand times more addictive then meth, basically ecstasy on roids which means a high number of robberies, sex crimes murder and theft.
The Spank trade is control by ganges in the out slums of the city and some of the gangs are controlled by the rich and powerful assholes who also sell illegal weapons in order to feither the crime in the city while scaling back and controlling civil services especially medical services and hospitals and *police* brutality is at an all time high since the *Law* enforcement is controlled by the rich and powerful.
In the center of the city is where the rich and powerful live in communities that are guarded by privet security forces that are better armed then the *Police*, complete with full air and land armor support, surrounding the city center is a buffer zone where the middle class leive and the *police* only do ao0tken job of protecting the middle class from the lawless elements in the slums, not all of the police are in the pocket of the rich and powerful but they are under armed and under equpited and streached to the limit due to the lawless in the city slums and most of the police are on the edge of burning out as well as suffering from PTSD due to the violence they face day in and day out.
Most of the city is slums where civil service are pretty much non existent and the police only have a token presence in the slums with areas so bad that the police do not go into that are fully controlled by the gangs, all manor of crime takes place in the slums from murder and torture, drug selling and illegal human experimentation by the scientists in the mega corporations controlled by the rich and powerful to human slavery prostitution gambling illegal gladiator fights do the drug trade and arms trade.
Basically The City is really a place you can take the family to for the weekend LOL
Anyways Star Virgin ends up in the city and has no idea of where she is or what is going on, from there you could have her run into the cops(corrupt or not) who try to arrest her(or worse)because she gets into a fight with the cops or they try to arrest for being a vigilante or the Nerd Boys in one of more of the mega corporations get wind of her super power and sent the cops to *Arrest* her as well as their own corpeite forces to capture her.
Or she appers in the slums and since she is young and good looking it doesn't take a brainac to relaise that some one or something is going to try and get into her panties, or she is fighting a gang and gets beaten and is forced to work in the gangs's whore house or get's turned into a personal pain slut for the gang leader(s)/members.
Or after causing trouble for one or more of the gangs in the slums the gang(s) capture her and make her the *extra special* star in a violent and agonizing snuff porn video.
Of there is a sickness tearing through the slums(natural or man made) and some one has the cure(which may or may not work or make thing worse) and she has to *earn* the *cure* either by fighting in the illegal blood sports or whoring herself out.
A variation on the *Cure* aspect is that a gang has a bunch of innocent(?) hostages and in order to secure their release our little heroine has to surrender to the not so tender mercies of the hostage takers or has to commit a crime(s) in order to secure the realize of the *Hostages*.
Or some or something imporent to some one rich and powerful is trapped/lost in the slums and our *lucky* girl has to go into the heart/worst parts of the slums to find and rescue/secure the person or object and if she fails she dies(be creative here)
Now as for the mad scientist our heroine is fighting the mad scientist/villain in The City and the fight is going out on the news live and just as our heroine seems to be on the edge of winning the fight the mad scienstst/villain pulls an asshole move/cheap shot that make SV lose the fight in a very embarrassing/humiliating way on live tv as well as allowing the mad sciensts to capture SV and take her to his/her/it's lair to do pervy. hurty things to her and broadcast what he/she/it does to her world wide in order to terrorize the world into submission.
