It's not an anime, it's a game released for the Sega CD. There's a PS1 remake I believe.

OK, my first attempt to making a character!! LUNA..
but need help with something...
Dont be too hard on this noob, first one i've done.
I'm really good at photoshop but coding NO
I would like the pony tail part of the hair to drape over the shoulder and move with the body... can anyone do that?
Or worst case, make the tail dynamic and just hang down behind her. She always wears it draped over her shoulder though

And if someone could make her outfit?? (breast mid sized)!!that would complete me.... i mean her
