I want to know what to do so that I can notify someone that I have something to ask of them. Thanks in advance.

A number of options:

• You can write a message on their profile (Click their name once, then again in the pop-up)
• Send them a private conversation if you've been registered for over a week using the "Start Conversation" button (The restriction on private conversation is to prevent issues with spammers)
• Mention them in an appropriate thread in a forum post using @
