I thinks so , but short drop has some more merits.

1: we can watch her skirt flash on drop.
2: we can watch inner of her skirt before her drop.
3: we can fuck her during her execution.
4: we can enjoy both her expression of pain (at the end of drop) and suffocation.

You have a point although in theory one could still fuck her while she's hanging with a hoist up =D

Short drop, as you have two exhilarating scenes that will happen one after another : The one where she starts to fall with a look of surprise and also desperation as she knows this means her end is near, and the one where the fall stops abruptly causing her extreme pain in her neck.

I heard that head apart from body hanging is failed hanging.
Some bloody and some cleanup after execution is needed.
