You've already published this file as a working static hair import.

If you want someone to re-draw it with greater artistic fidelity, then the person who works on it will need a high-quality reference. Hence, you ought to improve your existing Gagaga Girl thread instead of posting a new thread.

If you want to collaborate with other artists in order to improve your hair designs, then you should share your drawings in a different format. Vectors (SVG) are useful because each line and curve can be fine-tuned without loss of quality; raster project files (XCF, PDN, PSD) allow edits to specific layers of your image. When you share a low-quality single-layer raster image, there's little that we can do with it.

Alternatively, you could run through some of the available tutorials in the hope of creating high-fidelity hair imports on your own. It's possible to draw smooth curves and soft shading effects with free software and standard devices (e.g. mouse and keyboard) -- all that it takes is persistence and a willingness to learn. @SyntaxTerror is currently writing a hair-import tutorial based on his own experience with SDT modding. By reading through that thread, you might learn some useful techniques which you could apply to future projects.
