the arrow points to a "bottom lace". I don't like it and want it removed. Its color can be changed in-game so it has its own texture. if someone knows how to remove the mesh or make the texture transparent there will be a small reward upon completion. this game is modifiable because someone made a mod for transparent panties and bra. please mod the tutu!
p.s. the .upk files for the tutu are in the game directory and i was able to decompress them. unfortunately i don't know how to use the hex editor..
