I'd like to take a stab at making mods, but I'm wondering if there's any free alternatives to Adobe Animate that can also be used to make mods.

i don't know but hypothetically if one were to type in adobe animate free download in the search machine and i don't know find a site that has a full version of adobe animate that you could just download and not have to pay for, like that could work right? too bad nothing like that exists am i right

You absolutely should try your hand at modding. Sadly, there are no alternatives to Animate as flash is exclusive to Adobe.

I'm sure he hasn't found a replacement site yet, as of now, there's almost no software out there that wants to replace Adobe Animate, they pretty much have a monopoly in that area?

The r/freemediaheckyeah subreddit has a big thread with a collection of trusted software sites, sorted by OS. I'd recommend checking that out and seeing if you can find something (of course, it couldn't hurt to use an antivirus just in case, too)
